On April 25, 2024, the Positive Action Foundation Philippines Incorporated (PAPFI) and the Department of Social Welfare and Development (DSWD), in collaboration with the Bureau of Jail Management and Penology (BJMP) and the Manila Social Hygiene Clinic (MSHC), provided much-needed medical assistance and financial assistance to persons living with HIV (PLHIV) who are also persons deprived of liberty (PDL), at BJMP Manila Male Dormitory in relation to continuous treatment and mitigate the impact of HIV. The activity is part of PAFPI Psychosocial Interventions services.

The initiative aimed to address the healthcare needs of PLHIV who are incarcerated, ensuring they receive proper medical attention and support despite their challenging circumstances. Recognizing the importance of continuity of care and access to treatment for PLHIV, the collaborative effort between DSWD, BJMP, MSHC, and Positive Action Foundation Inc. (PAFPI) sought to provide a comprehensive approach to healthcare within correctional facilities.

The sequence of program activity is as follows:

– The activity started with an introduction from the facilitator, Angelo Dogilio, who welcomed all clients and established the wider ambiance of the meeting.

– Mr. Emmanuel Garcia delivered clients details regarding the medical support they will receive from DSWD, as well as the aims of the interaction and an overview of PAFPI.

– Mr. Willy Peque explained the objective of the session and how getting medical care might benefit them.

– At 11:00 AM Mr. Willy S. Peque’s assistance, Ms. Remedios Espero and Ms. Jacky Fajardo of the DSWD began the initial interrogation about the personal information of each client.

– In addition to medical assistance, Mr. Willy S. Peque also conducted an intake form for each client and offered psychosocial intervention. He offered counseling and support services to address the social and emotional well-being of the PLHIV PDLs. This holistic approach aimed to provide not only physical healthcare but also emotional support to help individuals cope with the challenges they face within the correctional setting.

*Follow-up feedback session with participants to assess the impact of the ARV adherence session.
*Plan for incorporating regular psychosocial support activities in future group learning sessions
*Identify resources and partnerships for expanding psychosocial services for PLHIV PDLs within the vicinity of BJMP.

– Each client received 5,000 pesos for medical expenses from DSWD and was urged to use the said amount for medical and laboratory purposes.

– Ms. Remedios Espero proactive approach in extending financial assistance to PLHIV inmates at the
BJMP Manila Male Dormitories underscored the government’s commitment to ensuring that all individuals affected by HIV receive the necessary support and care they deserve.

Throughout the day, the collaborative effort between PAFPI, DSWD, BJMP, and MSHC facilitated a smooth and organized process, allowing for efficient delivery of medical services to the PLHIV PDLs. The team worked diligently to ensure that no individual was left behind and that everyone received the care and attention they deserved.

Overall, the collaboration between DSWD, BJMP, MSHC, and PAFPI showcased the importance of working together to provide comprehensive care to vulnerable populations, such as PLHIV PDLs. By ensuring access to healthcare and support services, the initiative emphasized the value of upholding the dignity and rights of all individuals, regardless of their circumstances.
