Organizer Background

Positive Action Foundation Philippines., Inc is a prevention, treatment, care and support foundation for People Living with HIV based in Manila. Since its founding in 1998, PAFPI has spearheaded various HIV advocacies that lead to the institutionalization of HIV services. Notable of which is the provision of the Free Antiretroviral medication as a result of the First, Second and Third Consultative Meeting of People Living with HIV in the early 2000’s.

PAFPI also established the first community-led Temporary and Drop-in Center situated at 2613 Dian St. Malate, Manila in 2001. Since then, the shelter has been a safe space for PLHIV, a refuge of those who were discriminated against, outcasted, and even disowned by their own families because of their status.

Currently, PAFPI is a member of the Philippine National AIDS Council (PNAC) and the Philippine Country Coordinating Mechanism (Global Fund), and a sub-recipient of FHI360 through PEPFAR-USAID EpiC HIV Program Grant.

HIV Counseling to Testing Training

The HIV Counseling to Testing Training being conducted by PAFPI was the response of the organization to the ever-growing number of diagnosed cases not being provided with the required pre and post-test counseling. PAFPI initially coordinated with the National AIDS, STI Prevention and Control Program (NASPCP) and conducted its first face to face HIV Counseling to Testing Training in 2015. The online training program started with the COVID pandemic restrictions to face to face learning and capacity building activities. In 2019, PAFPI coordinated with the DOH – Metro Manila Center for Health Development who verifies, reviews and issue the HIV Counselor code and the Certificate of Completion. Since the time of its inception, first training conducted, the sustainability program continued up until now in the 2nd Quarter of 2024. PAFPI will continue the HCT Training to reiterate the importance and need to help the HIV community as part of its mandate to spread and inform the public its rights for an up to date, relevant HIV information. 

The Training team is composed of Master HIV Counselors and DOH Certified HIV Trainers who are the recognized persons to conduct, facilitate and endorse trainees for the inclusion in the roster of DOH Certified HIV Counselors.

The training cost is very affordable. All of this less Facilitator fee, Secretariat fee, and other requirements goes directly to an account that will serve as back up fund when the time comes no funding from International Donors is available. This training is a sustainability project to ensure the continuance of the shelter and other services being provided by the organization to PLHIVs.
